PRAI Board Meeting Minutes 10-17-11

Board members Bill Paschall, Toby Newlin, Monica Hooge and Megan Klein and Karl Hancock were present. Property owner Robin Newlin was also present.

Megan Klein circulated the previous meeting’s minutes prior to the board meeting. They were not reread. Monica moved to approve the minutes; Toby seconded. The motion passed.

The treasurer’s report was reviewed.

There was a question about a $119 bill from Compound Security Specialists for work done on the front gate; no one on the board was aware of any work done by the company. Monica will check on this bill.

The ACC has given final approval on the Byington property and the construction deposit will be refunded.

Ramming Paving has been paid for crack sealing all roads except Oscar Road. With respect to the chip seal on Tres Coronas, Bill will contact Ramming to ask that they return to fix the gaps in the rock covering the road. When they come out he will also ask that they fix bare spots on Oscar. Karl suggested the board consider holding back 15% from the payment until the work is completed to our satisfaction.

On the approved 2012 budget $5000 was added to the legal fees category to hire attorneys to make changes to the CCRs to bring them into compliance with the latest changes from the Texas legislature concerning HOAs. The Association has $2000 in the contingency fund if money is needed for this purpose before the end of the year.

Old Business

Gate Bumpers
The gate bumpers were installed by Access Controls when they were repairing the track and wheels on the entry gate.

Entrance Masonry Work
The rock pillars on either side of the entry gate need to be stabilized where grout has cracked and fallen out. The same work is needed for the same problem on mailbox shelter. Bill will contact Larry. Karl may know someone who can do the work. Karl will evaluate the problem and try to get a bid. The Association has $500 to use for rock work and $200 for ground maintenance.

Boat Ramp
The boat ramp sign is still in Megan’s garage. The “dishing” problem at the ramp still exists. When there is any reason to use the ramp, the board will make sure the sign is reinstalled at the top of the ramp and the ramp itself is repaired. The tall vegetation at the boat ramp has been mowed.

Presley Lien
Ron Presley owes $100 in late fees for 2009, $400 for 2010, and $350 for 2011. Bill will move forward on filing the lien.

New Business

Board Positions
Bill Paschall will continue to serve the Association as President, Toby Newlin as Vice President, Monica Hooge as Treasurer, Megan Klein as Secretary and Karl Hancock will serve in the position of Director.

Front Gate Combination Lock
As per a request at the Annual Home Owners Association Meeting, a combination lock will be added to the center gate. Toby will purchase a lock with a combination that can be changed.

Attorney Fees for CCR Changes
Money from the contingency fund will be used on attorney fees before the end of this year to make sure necessary changes to the CCRs are in place by the January 1 deadline imposed by the Texas legislature.

The next meeting will take place on December 5th at 23802 Oscar Road.
