PRAI Board Meeting Minutes 12-05-11
Board members Bill Paschall, Toby Newlin, Monica Hooge and Megan Klein and Karl Hancock were present. Property owner Ken Klein was also present.
Secretary Megan Klein read the previous meeting’s minutes. Toby Newlin made a motion to approve the minutes; Karl Hancock seconded. The minutes were approved.
The treasurer’s report was reviewed.
Construction deposits have been collected from Dollahite and Martinez. The Byington’s construction deposit has been refunded, as approved by the ACC.
Eighty percent of the Ramming Paving bill has been paid. The full amount is $23,238.55. We have enough to pay from the checking account. The payment will affect the beginning balance on the 2012 budget. Bill will verify with Ramming that the full payment of this bill includes the crack filling work yet to be done on Oscar. Bill will also talk to Ramming about crack filling the side roads.
Ron Presley owes the Association for $100 in late fees for 2009, $400 for 2010, and $400 for 2011.
The Association received a bill from Compound Security Specialist for gate repair. The Association did not employ this company for gate repairs. Monica contacted the company and was told the bill was a mistake. The money has been refunded to the Association.
Entry Masonry Repair
Karl will get a written quote for $350.00 to repair all masonry problems at the gate, mailbox shelter and planter boxes.
Bill will meet with Scott from Ramming Paving to review problems with the Tres Coronas chip seal job. Ramming should have the crack filling on Oscar completed by the end of the week.
Texas Legislative Changes Concerning HOAs
New laws will go into effect at the beginning of the year and the Association CCRs and Bylaws must be changed to accommodate. Tomorrow Bill will be meeting with attorney Gregory Caigle who is an expert on the recent Texas legislative changes and the new requirements for HOAs. Bill will request that the attorney bill the Association in January do the money comes out of our 2012 budget.
The 2012 dues notices need to be sent to the membership. Megan will send an email to all those with email addresses on file including a Dues Invoice, Property Owners Directory, Minutes from the 2011 Annual Meeting, Gate Codes and the information about the front gate combination lock. She will send this to the board for review. Those who do not respond to the email will receive a second invoice by mail toward the end of the month.
The next meeting will be at Bill Paschall’s house, at 2303 Improver, on February 20th.
