PRAI Board Meeting Minutes 11-23-09
Board Members Bill Paschall, Toby Newlin, Gail Finnegan, Megan Klein and Mike Natinsky were present. Property owners Sue Bennett, Robin Newlin, Dick Finnegan and Jim Brown were also present.
The previous meeting’s minutes were read and approved.
The treasurer’s report was reviewed and approved.
The controller at the front gate has been fixed. New holes were drilled in the existing cement pad and the controller was refastened, using new bolts.
Election of Officers
Mike Natinsky made a motion that all board members retain their previous positions and that he serve in the Member at Large position vacated by Nancy Platt. The motion was seconded and passed unanimously. The 2009-2010 Board will be lead by Bill Paschall as President with Toby Newlin serving as Vice President, Gail Finnegan as Treasurer, Megan Klein as Secretary and Mike Natinsky as Member at Large.
Boat Ramp Area Improvement Money
Per the the motion at the annual meeting that $15,000 be designated for parking area improvements at the current park lot, Mike Natinsky made a motion that the board deposit $15,000 into a new account. Bill Paschall seconded; the motion passed unanimously. Gail Finnegan will open a new account and deposit $15,000.
Gate Wheels and Chains
The gates need new wheels and new chains. Mike Natinsky will measure the gate chain and procure new wheels and chains.
There were two robberies in the neighborhood in November. With an eye toward making the neighborhood less inviting to thieves, the board discussed several ideas: Changing the 2010 gate codes, windshield/bumper stickers to identify the vehicles of property owners, cameras to monitor the entrance to the subdivision, reprogramming remote gate controls. The board will investigate stickers and cameras. Megan Klein will speak to Nancy Lambros about maintaining only the current month’s code in the gate access control box and about changing the 2010 codes. Megan will get information about starting a Neighborhood Watch program at Paleface Ranch.
The board discussed whether to give the membership the opportunity to vote on a dues increase. It was the general consensus of the board that a portion of annual income needed to be specifically allocated for road maintenance and repair. The board will review Association finances to determine what minimum percentage of annual income is feasible to set aside for road repair and maintenance.
The property at 23510 Oscar Road is home to a goat. Bill Paschall will speak to the property owner about removing the goat.
Construction trash is piling up in front of the house at 23401 Oscar Road. Gail Finnegan will speak to the property owner about an appropriate container for the rubbish.
The propane tank is uncovered at 23340 Tres Coronas. Bill will speak to the property owner.
The water tank is unshielded at 1800 Performer Road. Bill will talk to the property owner.

The next board meeting will be held at the Klein’s home at 23802 Oscar Road on Monday, January 18, 2010.
